I have to say that the question is legitimate. I am curious how they arrived at the cost of hundreds of millions of dollars to reprint these forms. Are they saying it costs more than a dollar for each form? Anyway, Congress should be based off of citizenship counts rather than total population. It is the Congress of the United States of America, not any other country.
