Can any one interpret this for me? Three years of High School Spanish and all I know is soy and gasolino.

So basically my Guatemalan translator says Barack is using this commercial to tell Puerto Ricans that they have the right to food and gasoline. He grew up on an island and he understands that food and gas cost more, and he wants to offer a plan that will give 40,000 people their jobs back and a better education for children. He thinks Puerto Ricans have the right to better their future. (so it would be his honor to receive their votes on June 1st)
